How are Steelbooks chosen?

I mean what makes the studios decide to release films as steelbooks. I can understand current big hits like The Wolf Of Wall Street, but how do they choose the classic and retro films? Is it simply the popularity of the film, or do people have to start asking for a certain steelbook or what?

Also, I'm sure new transfers, anniversary editions, etc. have an influence as well (Taxi Driver for example released with the 4K re-master).
