The Cabal cut was stitched together from an ancient VHS workprint (found in Clive Barker's production office) and a DVD of the theatrical cut so it's 50/50 but the VHS quality is watchable (if it was too bad i doubt they would of toured it on the festival circuts to gain interest) but you have to remember that it's an assembly cut. literally everything that was filmed (including reshoot scenes) is thrown in and edited in order. The Scream Factory Director's Cut release was Clive's true version of the film. The Cabal Cut is more of a curiosity watch though.
Quality of workprints can vary from downright awful (like Cliffhanger which really is unwatchable) to DVD quality (X-Men Origins : Wolverine)
