The package design shown above is based on the Future Shop [CANADA] Mondo X Steelbook line. They were the first to use a transparent slipcover with endorsements, text, and/or general logos on it.

This "True Detective Target Steelbook" is not Mondo X Steelbook but the art style and especially the Slipcover are exact concepts of what the Mondo X Steelbook line has obviously made popular! In short, my comment only referred to the look!
