I'd imagine it's just for colour/printng-quality proofing only......

Steelbook metal proofs sheets don't show embossing/debossing or the actual finish used this is normal
Example of another metal proof sheet (This Steelbook had a debossed title but you don't see it in the proof sheet)


The debossing will be on the War of the Planet of the Apes steelbook when manufactured by Scanavo
