Possibly, from the looks of it they do ship within Europe, will wait for confirmation from a Swedish member. In their customer service page, there's a part in the 'terms of delivery' section that says:

I asked Universal Pictures Sweden about this release and The Birds steelbook and they seem quite confused about this release. The answer I got was that both Vertigo and The Birds won't be released as steelbooks.

I don't think that is the definitive answer though so I will check up on it some more.
