For the rarest BD Steelbook it would for sure be the Amazon.de original release of John Rambo. Very few copies were ever sold due to it being "pulled from the shelves" in Germany before actual release.

For DVD Steelbooks, I have no idea really. I collected a few, but they were only from Canada.
