He means a buyer trying something on to screw scalpers over.
people know the original price of things, but they should also know that something in high demand but in low supply is going to rise in value. someone selling a £30 steel for £50 is not necessarily a scalper. just selling for what the market values it at. some things also fall in value, nobody complains because they bought something for half the price because it wasn't sold at 'cost value'

obviously I disagree with the practice of bulk buying with the intention to exploit others

True. But when scalpers takes most of stock out, this "high demand" comes from the scalper him/herself.
Scalper overdemands, participates in the "demand" as well as in the "supply", trying to sell the stock later at higher prices.
