I haven't thought about this film in years. These kind of odd ball character, off the wall, smart ass dialogue, action thrillers were so popular back in the mid to late 90s, early 2000s. Post Pulp Fiction and back when Tarantino-esque was the thing to do, every time, all the time. Although, I always felt that this one fell more into a kind of homage to the movies of Sam Peckinpah in the 70s, like The Getaway and Bring Me the Head of Alfredo Garcia, maybe mixed with some very early Hong Kong John Woo, like A Better Tomorrow, The Killer and definitely Hard Boiled.
I might have to check the film out again and maybe pick this up.
