Yes, looks like it could be the case ... with the same artwork showing for the steelbook mock-up from ITALY - the only difference being the considerably cheaper price of this one (13 vs.19 Euros).
IMO almost disrespectful to treat this timeless classic - one of the best films ever committed to celluloid and along with "Twelve Angry Men" one of my favourite films from the '60s.
Silhouette steelbook artwork maybe OK for "Monsters 2: Dark Continent" but not for this . . . even though it's been used a fair bit on TKaMB book covers such as this one below left clearly inspiring the steelbook front.
Would have preferred something like this (lower right) as steelbook front artwork if only to have Gregory Peck where he belongs (i.e. on the front) and yet still different to all the home video covers that have gone before
