It's about compression, more than anything. The longer the film would typically equate to the larger the source data file. It isn't usual for a 2hr film alone to receive the 100gb disc treatment, and compression encodes are rarely criticised for it. It'd be nice, but it isn't necessary. Plus, as I said, Disney have only used 100gb discs for Cameron films, all of which are much longer than Tombstone, so I'm not sure why you expected it.A 2 hour feature film before it's compressed down is about 5 Terabytes.
So, yes- it would have higher fidelity with a much better bitrate on 100GB disc.
Disc size isn't about the length of the film- it's about Fidelity.
(Sure, plenty of movies have looked fine on 66GB- But they would probably look even better at 100GB)

Kino is even re-encoding their older Blu-rays that were on 25GB to 50GB discs. Less compression is always better.

Your typical major studio does not and will only typically use a 100gb disc if compression becomes an issue due to the size of the content. I managed to use it once ! Some nice chap on here sent me the link thingy, I got a nice 20% off discount for last night in soho 4k steelbook. I tried to send my Mrs the friend link but I think hmv must have passed my details to the fbi,kgb,cid and Tesco security because could I hell get another code.We all knew it was coming, amazing that it lasted as long as it did. I'm not exactly sure how I feel about it, it felt mandatory for every new release but that led me to being very indiscriminate with my purchases and that's a bad thing.
They should definitely replace it with a loyalty scheme, doesn't have to be 20% but HMV have been the most consistent retailer for me so I'd rather they got the business and allowing the 20% discount to run for so long they clearly wanted the increased sales, why stop now?

Blind buy for me but the new 4k transfer looks great. US steel is gloss. Hopefully same here.
