you have to open a treading thread with the seller and ask him to leave you a feedback...and you will have to do the same aswell

buyer will leave feedback after he gets his steel...and if its as described in your thread he/she will leave good feedback - which raises your trader score

or

if not as described / item never received
he/she could give bad feed back - which lowers your trader score and passably put you on the list of buyer beware thread

as mllNY said, every transaction requires an individual thread to be opened, and once both parties receive/dispatch payments and goods the thread is locked and feedback is left (you will see various of those threads popping up in the new posts from other members' transactions)
