Is one edition more rare than the other. As far as I am aware the bilingual is the same just has french on the back as well as the english

Those are the same. The bilingual is rarer because it's only distributed in the province of Quebec.

I think so since legally Disney can no longer use the steelbook trademark viva's are a nice alternative.

Some of the artwork is quite magnificent like Bambi & John Carter (Taiwan)
