Got some info for the UK edition and I'm sure it applies to all editions that show the "blue banner" up top. It's confirmed that its just cardboard much like you have seen with many of the WB releases in Canada. All the specs are written on the back of this cardboard .... ie. there will be artwork on back of the steelie.
