I think they are trying to diversify the mondo line so different places get releases, hence why Germany and UK are now seeing them. I suppose there's always a chance this could be released somewhere else in the future though.

Really pleased to see that this is also the Capelight 'Limited Edition' release, so this includes the BD and DVD with a load of extras (this release was the mediabook release, but this releases omits Disc 2, which was exactly the same as the BD disc) -

I don't see anything on the back of the slip that indicates its locked. I pre-ordered it so when it arrives I'll let you know if they don't announce or someone beats me to it!
