Oh, cool, I'm interested in that early 90's LA period, as I only moved there in the summer of '96, 'missed all the action'...

Nice, compact crime action set in my favorite city in my favorite decade, so that's automatically 3 stars, but its ending is a bit messy and illogical, I didn't like it much. Still one can assume what one wants, even though it wasn't shown.

Looking at all the names in the credits, seems it was partially filmed in Bulgaria, NuBoyana studio again. I guess all the nondescript factory scenes.
