Well I did buy The Running Man Steelbook from Germany...so I just might.

A lot will purchase steelbook edition without 4K as a lot of consumers have not upgraded their TV's to 4K yet
Price also a factor steelbook without 4K disc is lot cheaper

Yes, it is possible without a jumbo. See e.g. this Alien 1-6 Steelbook release
Definitely possible to fit seven discs in a regular sized steelbook and probably eight although never seen eight yet.
Yes and been done with a lot of steelbook releases in past few years
3 discs stacked each side of steelbook
2 hub trays in steelbook giving you option of 6 discs in a steelbook
This method means no need for a jumbo steelbook
The hub is deeper than you get with standard steelbooks allowing discs to be stacked
I wonder if UK release going to be the same extra discs for both 4K Steelbook and 4K Amaray release
