with the last of the German version gone, i believe Captain America SB is officially OOP online?
(i however do think they will come back in stock intermittently just like the Hugo set)

so its not really OOP yet is it? So many still floating around everywhere.

OOP generally means that no more will be 'printed' to be resold, regardless of how many are 'floating around' or owned by stores, individuals, etc, right now. Once those floating around are also sold out or close to being sold out, then the rarity truly spikes, because the item is limited to whatever sources 'still' have them. The less sources available, the more pricing is in the hands of the fewer and fewer sources...and so on.
