the blood & pink one look so empty. the fire one has the tower on the bottom, so it looks "complete".

I prefer the fire one, I think it's a better image and it uses a recognisable setting from the film which is always going to be my preference over a random skull that could have been from any of the films.

It wouldn't surprise me if the middle one isn't final, given it's a mockup from WB France, who always use poster art as a placeholder.
