It was an eBay sale. I'm currently disputing it with PayPal, but I did laugh at his initial response;

I apologize for what happened to your package, and if your mail service provider damaged your item, but all items on my end go out boxed and bubble wrapped. If you take a look at my feedback I have received positive feedback on items sent out

I guess it's not hard to confuse a jiffy bag with a cardboard box.
