While the artwork may change (I'm counting on it as well sadly), two steelbooks (3D+2D and 2D only) have been announced here in Germany and are listed by every major retailer for pre-order. I suspect that Sony would have corrected this if it were a mistake but then again we might not find out for sure until closer to release date. But it wouldn't be too uncommon, I think the last example was "The Walk" over here which also got separate 2D and 3D steelbooks from Sony.
