Maybe not. Nothing to stop them doing a deluxe edition with the sequels in blu-ray as part of the set with the main feature in 4k The way kino did In the Heat of the Night in 4k with the follow ups in blu-ray
If Arrow is able to get the UK rights to "Riddick" (2013) from EOne Entertainment.

True, but it is german release afterall and this was kinda expected.
Right, but I wonder how big a part of their print run is purchased outside of country, or by non-German speaking, and if it would be viable for them to make an English version of the book too - after all they are creating two sets anyway, or do like Koreans and Chinese, with both languages in one

Well, Universal owns the first two worldwide. The third, Universal owns it in the States and a bunch of local indie distributors have the rights in different countries.

I guess, this is both a pragmatical and a rational solution:
- German buyers seem to be the main focus group for this release: making the Director's Cut available for the first time with a complete German dub, subtitling all the extra features... after all, potential English-speaking buyers are probably already served well enough with the Arrow edition.
- Printing a 180 page book is already challenging. Translating, laying out and printing a 360 page book, however, might be not economically feasible, given that potential English-speaking buyer base may be limited anyway because of Arrow, see above.
