Note
The arrow Video 4K releases does not include a Blu-ray disc of the films with their releases

If you need Blu-ray disc of film get one of the Blu-ray editions

It's criminal not to include Blu-ray on a 4K release.
Arrow are a indepebdent distributor they have to licence and pay the rights holders of the films
It's expensive to do UHD releases for distributors that have to licence from rights holder
4K UHD discs sales are still tiny only 13% market share of physical media discs releases

Price to include both would affect sales as a lot still don't purchase 4K UHD discs

A separate Blu-ray release means not having to pay a high price when most these customers don't need the 4K UHD discs

4K UHD releases from major film studios like Universal/Warner/StudioCanal/Sony/Disney etc is different as they own their releases film rights and cost less to do releases

And yet they are releasing a special edition of Flash Gordon in the USA which will only contain the blu-ray. Very strange?
Price to include both 4K and Blu-ray be a lot higher

Same extras are on the UHD disc as Blu-ray so you not missing out any content

A lot still have no interest in purchasing UHD discs and sales show this in market share

A higher price would affect sales if both discs was in one release when it's a film that is licenced from a film studio/rights holder

Having separate releases works out cheaper option for those who want UHD and those that only want Blu-ray

This is not like Universal/Warner/Sony/Disney/Studiocanal/Lionsgate etc as in film studio distributors that do UHD releases themselves as they have lot less costs involved and less risk as they distribute or licence their releases in many countries

@Lollard2002
Arrow are doing both separate UHD and Blu-ray Limited Editions of Flash Gordon and Standard Editions for 4K UHD and Blu-ray

Limited Editions same extras in both releases

Standard Editions same extras in both releases

It makes sence to do separate editions as price be lot higher if they did not and result in likely less sales
You not missing out on the extras as UHD also has the same extras and you pay less by not having both UHD and Blu-ray in same release

You will be left wating for a UK standard 4K edition from Studiocanal as they will only do this when their limited edition sells out
You don't have to wait with Arrow release
