Generally looks like a pretty nice design, very bright. But what's with the blue band across the top, thought we'd seen an end to design decisions like that

It's a honey ... but what's with the blue banner header front 'n' back hearkening back to 2008/2009 when the majority of UK steelbooks had them ... maybe the blue banner used as a way to market the product as containing the then new format Blu-ray as opposed to DVD steelbooks ... and HD DVD steelbooks which of course had brown banner headers ...
... of course the different sized cases from G1 DVD to G2 BD was another clue (although it's not unknown for Blu-rays to be found in G1 steelbooks and futurepaks).
That said, more likely just the Manga steelbook design style ... last seen on their previous UK steelbook:-
