I think the distributor has the final decision on everything regarding the finished product which is why you always see matte Steelbooks from StudioCanal or Steelbooks with borders from Fox and Paramount. In any case:

Is there any reason why most recent steelbook releases from Zavvi are matte finishes ?

There is an EXACT reason, but its changing soon for the better. Not Zavvi's fault.
