Just gave the disc a spin to have a look. I was unaware this was presented in 4:3 full screen ratio and not widescreen. :(
It's a TV Movie the original aspect ratio is 1.33:1

Blu-ray when original aspect ratio is 1.33:1 (4:3) it will always have the black bars both sides it's different with DVD that can use Anamorphic method and fill the screen

UK DVD is 1:78 and Anamorphic
USA DVD is 1:85 and Anamorphic

I just thought it might be widescreen like The X-Files TV series Blu Ray's.

I have a few Blu-rays that are locked to aspect ratio 1.33:1 especially lot of extras that was full screen on a DVD
It's a pity it's not possible with Blu-ray to be like DVD and be Anamorphic and fill the screen without picture image been cropped or zoomed to fill the screen
It's one of the features Blu-ray did not carry over from DVD

4:3 is a square. It cannot be made a rectangle. Unless you zoom in.
Anamorphic would just squeeze the image out of shape.
There is no way to make 4:3 fit a 16:9 tv without one of these distortions.
But, if you miss that feature - just use the zoom (Wide) button on the remote.

I hate to be the one to say it but 4:3 is most definitely not a square.
