From the picture it looks like the case has three hubs for four disks. Does that mean there will be disc stacking (it looks like the Anchorman 1 side has only one hub)?

Calm yourself down mate lol. As you can see in the pictures, it doesn't show a picture of the region coding, but most of the time this doesn't mean anything.

Paramount are 99% of the time region free, the first movie is region free so there's no reason why part two shouldn't be region free
