Are there any in bad state cars in Dubai?

And in bad state I mean those who get pimped up like in pimp my ride.

Where cars that don't even have side mirrors or interior get a total make over....

Is there any known poverty?

Like hobo's, homeless people etc?

Cars in bad state are not allowed to circulate (if any). There was however for a while a TV show similar to Pimp My Ride :)

The only known poverty is immigrant workers who choose to come for lack of better options in their home country (mostly construction workers). They don't score gold but they make much more than what they'd make back in their country(ies) afaik.

No homeless people at all: if you're a national, the government supports you and provides a home; if you're a resident, your employer is responsible to either provide you with a home or to include an accommodation allowance with your salary.
