If so then I think it's just a production procedure, and a probable explanation has been offered.

That's their bleed margin cause the artwork is put on a flat pièce of steel and afterwards it gets it's final form, their will be a certain margin of loss, to make up for it, a certain "bleed" margin must be taken into account so that in its final form it would look "normal" when the buyer opens the steelbook
