How does EMS takes longer than regular if its faster - DHL, FedEX, UPS?

EMS is not like DHL or UPS, it's not a whole separate fast courier, but just a faster pipeline of all the world's local government postal services, which gets congested, or often doesn't function 'as advertised'. I don't know what's up with the Korean one now, but however many times I used it a few years ago, it wasn't any faster, sometimes slower, just cost more.

Maybe I've been lucky, but EMS from South Korea or Hong Kong always arrives in 1-2 weeks for me. I live in California.
