If it states Region A it is Locked, however most of the time some companies like warner are unlocked even if states ''A'' but you can never be sure. Some companies I thought were always region free no matter what Region is written, but just got a big surprised with Disney which I thought was always unlocked even if written A and it was Locked. So real answer is Most Probably, but not certain.

You can easily get four steelbooks in a K-Packet, as it has a maximum weight of 2kg
