Jason is in the film but the original idea was somewhat different with the mother taking her revenge on those that done wrong to her disfigured boy . . . according to the producer of the film, from the Friday the 13th documentary CRYSTAL LAKE MEMORIES, "Jason was never meant to be more than a plot motivator ... It’s [Alice’s] nightmare. That’s it. Jason was deceased from the very beginning; he was a victim, not a villain. Jason was only meant to be that body in the lake and nothing more".
In the original script Jason was meant was to look like "the kid next door" . . . maybe similar to another kid who would also later wear a mask and become equally - arguably more - infamous despite not being so prolific but when Tom Savini got his hands on the boy things changed.

... and anyway the "real" face is more disturbing than a mask (courtesy the great Tom Savini) ...

As for the chain: I believe this is what was used to tie up the young Jason before he was dumped in the lake.

Yes, there are some great posters for the original film including this one created by the designer Spiros Angelikas and the illustrator Alex Ebel ...

... but to be fair to the designers there's little that is new here as the image with chain can be seen on previous releases - on DVD and Amaray Blu-ray cases - just recycled here for the steelbook with possibly a different colour scheme ...

Apart from the unoriginal art and even if there is no actual chain in the movie the significance of chains and breaking out of them is obvious . . . also, using items not actually in the movie as Amaray or steelbook art is nothing new - just have to look at the Tommy gun on the latest SCARFACE red steelbook or the SAW steelbook with the severed forearm.
