An improvement, what with the re-mastered in 4K disc, the "pristine restoration personally supervised by Michael Mann" and the two discs - disc one for the film with the Extras relegated to disc two - but the actual content of the film is reportedly exactly the same as on the previous release (170 mins. on both).

With the many complaints about the AQ and PQ of the first release it's good to read about the upgrade (although not everyone is happy with the darker scenes on the new edition).
There's this from someone who went to see the restored version at the Leeds Film Festival:-
"You are in for a treat, the picture was stunning and no sign of digital scrubbing and also the sound was great, when the famous gun battle started it was incredible.
As someone lucky enough to see it on original release it was like seeing for the first time again after catching it in substandard VHS, DVD and Blu ray for the last 20 years.
As for those lines of dialogue Mann omitted, they are like the previous Blu ray version and not there but this doesn't make one hoot of a difference to the film."

Would have been a good opportunity to offer another steelbook option with a 4KUHD disc included but I suppose we'll have to wait another year or so for that . . .

Regarding the design: IMO not an improvement at all, and that's including the back and inside, over the design of the previous U.K. / other territories' steelbooks:

U.K. 2012 Premium Collection release with same matte (or zero varnish?) finish and same off-white colouring.
B&W artwork on the original (totally in keeping with the other nine or so in Warner's Premium Collection) with a scene from the film on the back and original poster artwork on the front . . . arguably not as pleasing as the colour artwork of the new steel.
Title on new one definitely more interesting than the red title of the original but both have a surfeit of print no matter in which colour.
Not a fan of the extended bipod on the rifle on the new one (with the shooter in position) as it looks like it should be resting on something or retracted.
Not a fan of the back art on the new one with the car cut off at the spine as well as the clichéd sparks seen on so many other steelbooks and the lack of synergy between the two images.
Nice touch, though, with part of the cityscape artwork from the inside reproduced cleverly on the front.

This new transfer has been met with mixed reactions on the Blu-ray forums. As virkia pointed out, it's worth checking out.

At this point, I just want to own this movie on Blu-ray as it looks like getting a definitive release for this exceptional film is a long time coming. I don't understand why Warner/Fox hasn't fully remastered this, over 20 years later it's still a very in-demand title and whenever it's mentioned people flock to it so why they are hesitant to spend money on a full restore is baffling to me.
 
Al Pacino finally admitted it: Vincent Hanna, the dedicated Los Angeles police detective he plays in Michael Mann’s 1995 crime saga HEAT is strung out on cocaine throughout the film.
“I don’t think I’ve ever said it out loud,” Pacino revealed at a special screening of a 4K DCP of the film at the Academy’s Samuel Goldwyn Theater Wednesday night. “But I’ve always wanted to say it, just so you know where some of the behavior comes from.
The packed audience gave a knowing chuckle, as Pacino’s performance is so big and boisterous it has take on mythic proportions in his filmography.

That being said, this re-mastered Blu-ray is by many accounts a decent step up from the previous Blu-ray release.
Another of the comments from someone who saw this upgrade in the cinema had this to say:-
" I saw the DCP at the AFI Silver theater. In terms of the PQ, grain is less severe, clarity and colors aren't as muddy looking as on the bluray, sharpness is accentuated - everything that made the bluray a rather ugly problematic presentation is gone - you could finally see and appreciate the time and attention to costume, art design and cinematography."

With the Amaray in HMV's "5 for 30 quid" or GBP 8.99 normally there and at Amazon (awaiting stock at HMV atm) it's possible to get all the content of the steelbook cheap as chips.

On the other hand this is the steelbook edition, hence "special", and will not come back (IMO).

EDIT 9th Feb: came back for about an hour today (less than 300 units) - again in the middle of the afternoon when people were at work.

RE: THE FINISH - It may not be spot gloss but something is definitely going on with Al Pacino's badge and Robert de Niro's M16 style rifle - some sort of metallic sheen that can be seen when you tilt the steelbook. The title could have something going on too.

RE: THE COLOUR - Yes, it's a shade of white - not as white as some but certainly whiter than others . . . somewhere in the middle regarding the shade of white (lol).

Checking my shelves, the steelbooks with the whitest backgrounds are two from Eureka - TWO-LANE BLACKTOP and SILENT RUNNING - followed by a bunch slightly less white including FOXY BROWN, WORLD WAR Z, DESPICABLE ME 2, AMERICAN GRAFFITI, SUPERBAD, EX_MACHINA followed by TERMINATOR GENISYS, AMERICAN PSYCHO and LABYRINTH.

The closest white to the Heat steelbook are the dozen WB Premium Collection steels (including the Original U.K. steelbook release of HEAT), G.I. JOE: RETALIATION, original TED release, TED 2, SHERLOCK and TRANSYLVANIA 2.

After that we end up in pale grey territory with '71, LEGEND (TH not TC) and DEAD MAN and then on to darker shades of grey and bare metal . . .
