So do they send you a letter or will we have to pay when it's delivered how does it work?

The postman will ask for the customs fee when he delivers, Royal Mail will add £8 for the pleasure of collecting it. If no one in they will leave a card and they will make you pay before they hand it over when you go to collect

Yes but doesnt mean you escaped customs just yet you will only know when they get to your front door

As far as I know its roughly 20% of the amount that the cost of goods + shipping exceeds the limit (£15).

Once you exceeded £15 on the cost of the goods alone they then take into account total cost(goods + shipping). You escape if cost of goods alone is below the limit.
