Correct, but previous info from the German box set description led us to believe that the German one may be.
When you use google translate on Amazon's page it says Embossed steelbook, but when use Google chrome it dosn't say Embossed

I was going to say it might be a low stock situation and someone cancelled, but it shows they 98 available (if those numbers are right).
I haven't been watching the price - did it go up? If not, probably them just playing their usual games to get people to order that were on the fence...

Price is still set at $39.99. The listing appears identical so it's probably something like you're explaining. Those sneaky buggers.

I think John is in the process of moving right now.
The concerning thing about this, IMO, is that they've changed the description somewhat.
I think it's starting to look less likely that Sony would release a different design just for the German market. But I'm still hoping for embossed.
We don't know yet since it's not out.
But if I had to guess, I'd say it's going to be just like the UK disc - Region A/B.

Yes, they have. 21 in the US is region locked.
This isn't 100% accurate, but I found Blu-Ray region code to be somewhat useful.
