No, it's completely random but usually it's between 11 and 1.

How so?

The only way to get one of these is not to have a job and be able to sit at a computer all day on a workday. I'd have more respect for this method if it was done on a weekend.

Because the flippers bank on the print going live in a one hour window, so they can sit there the whole time refreshing their page and nab one before the tweet comes out This way, not all of those flippers are gonna sit there all day hitting refresh until it goes live. It give a better chance to those people that actually wait for the Tweet to actually get one.
