Can anyone confirm whether this still comes with the numbered metal plate?

Would this be on the inside or outside , out of interest

The steel is double wrapped. The numbered card is tucked in behind the slip so you can open the outer wrap to get at it and still have a sealed steel albeit with the slip on the outside.
