Overseas Members Who Have Shipped to the US through Paypal -- Dilemma Please Help

Hi everyone,

So I'm currently in a dilemma with a member on here that I will not name right now and I need some advice from others who have shipped from other countries to the US.

I purchased a lot (80 steels) from this member and paid him via Paypal tonight as an "instant" payment from my checking account. This is NOT an E-check that would take time to clear. I checked my bank account shortly after and the money is already withdrawn from it.

Since I'm dealing with a lot of money, I'm concerned.

He stated that Paypal will hold the money for up to 21 days because he is in a foreign country (England).

Is this correct for an instant payment that has already cleared my bank, been completed on my Paypal account, etc?

He sent me an email from Paypal and it stated that they have the funds from me "on hold" until he provides a tracking number that it has been despatched. It said that after he supplies that information it will take 7-10 business days for him to get the money. This sounds more logical to protect me. Is this correct?

He initially wanted me to send the payment as "gift" instead of "goods" and said that gift will get it to him instantly and goods will take 21 days.. but I was not protected that way which is why I sent it as goods and just paid the Paypal fees.

If it was a small amount, I would have probably been fine with "gift," but not with this large sum.

Now he is saying that he cannot afford the shipping because it will take 21 days to get his money, etc etc...

I just need to know who has done transactions from the UK to US via Paypal and if this information is all correct.

I would like to get this sorted out. He said another option would be to just refund me my money and send half as gift, but I'm hesistant to do that as well. I am spending a lot of money and just want to be protected.

He needs the money to fix his car, which is why he needs the money NOW. The other option would be a bank to bank transfer, but Idk how much I would be protected there either.

Sorry for all of the text, but I would like to figure this out.

Please help me.

You seem to be dealing with a lot of money here, so please contact a trading mod.

I don't want to "turn the guy in" until he loses contact with me or doesn't refund my money. I just want to know if this is the true way that Paypal deals with an instant payment from another country?

They will hold it for up to 21 days? Or will they actually release it to him after the 7 or 10 days?

I have just never have had this issue in the past. I have dealt with 2 people from Canada and they both received my payments immediately and shipped the items.

Is it different from USA to UK?

, here is a piece of wisdom , because I have gotten burned a few times unless you really know the seller , you need to protect yourself as a buyer making this huge purchase , they could be damaged before Shipping or during shipping
Lost , it's a gamble , if you plan to sell any and need to the reciept paying as a gift , won't work as a deduction . Has to be payed for as goods.
I have received several steels from over seas different countries , some damaged in transit and some where not as mint as described

Sometimes people are just liars too ..
I think you know what to do , with a purchase this big
You have to protect yourself .
The best deal in the world can end up being the worst ..
Do it right , cover your bases ..
Then you will sleep good tonight
Also you can call pay pal and speak to someone , about foriegn country buying and tell them about this deal , find out , how the transaction will work , either way , and how and best way to protect your self
And how they would rule in certain circumstances ..you might be concerned about .

I just read the email again and it clearly states that Paypal wants him to ship the movies and provide proof and then they will give him my money much quicker that way. As soon as he provides that they are dispatched, paypal will release the funds and usually takes 7-14 days in most cases.

I'm just at the point where I would like what I paid for and do not want to say anything negative about this person..

Thanks again for your input and I will definitely protect myself unless I know the seller well.
 
There is some good advise from annointedart5, all ways protect your self.

I never done such a big purchase my self so i cant give any advise.

The deal didn't work out. After constant excuses from the seller as to why he couldn't ship my items and then he couldn't refund my money either, I took it up with Paypal and filed a claim and escalated it. I just got a notification that I have been refunded and it will post back to my account in a few days.

Thank God I got out of this horrible situation.. I hope I do not have to deal with that again. :(.

Locking thread - in future create a ticket via the helpdesk if you have an issue or create an agreed sales thread and keep it updated as i mentioned MANY times.
