Paramount in UK since 2020 with 20th Anniversary and all releases since then.

UK the 2009 and 2015 Blu-ray releases was from StudioCanal.

Its likely not sold out.
Amazon France doesn't let you pre order from the UK, not sure about elsewhere. You could be seeing that if you're address is UK.

Yes same 4K transfer as 2023 4K release
It’s a re-issue for 25th Anniversary which is in 2024 this time in an actual SteelBook with original artwork.

25th Anniversary release USA/France so far other countries to be announced soon as in UK etc

2023 4K release had different artwork and was a Fabelo StoryBook.
