While there is reasoning behind WB's decision making, it often feels like there isn"t.

Yeah feels mostly random to me too. I'd be surprised if it's someone in the background going "this art would be good in gloss". More likely left to Scanavo to recommend/say what's cheapest based on whatever else they're making at the time.
