This was just okay for me. I think it was the script that wasn't up to snuff and it reeks of that kind of Netflix dumbed down dialogue we've all heard of. It also has that homogeneous digital Netflix movie cinematography that we see every single time. Very low light capable digital cameras with bog standard lenses providing no depth of field and lit with barely any light sources. Lacks creativity just because the digital camera are so good at filming low light conditions.
I'd put it in the same ball park, maybe slightly lower than stuff like Triple Frontier, Den of Thieves and Triple 9 which I feel are similar quality movies with close or similar premises. Triple Frontier and Triple 9 much better than this imo.
Not in the same league as a Heat or a Training Day.

The Rip - maybe a 6 or 7 out of 10

I kept waiting for a major shootout, and then for someone to steal something, the whole movie, but it never came, and turned out to be fairly straightforward and predictable. I saw right through it, who was the 'snitch', and who he'd be working with. Thus it feels kind of disappointing, but I guess Joe Carnahan went against type, against the kind of story and characters one expects from him. It's still very interesting to watch, you feel the pressure the whole way through, it just leads nowhere and is not what I personally wanted the characters to do...
