The going rate for the UK is about £25-£35 due to how much it costs to get it over here. You'll be lucky to find any for about £25 though as they are rare occurrences.

Depends on which version you are looking for. Mocking Jay was recently on sale and you can easily source it on secondary markets for $25-30. D12 version (NEW) has sold for as low as $17 on auction and as much as $60 buy it now. IMO a fair value for D12 is $35
I have d12 but want to avoid overpaying for mockingjay
I was offered one mint sealed for $24

Sealed is selling for an average of $35 on amazon.fr by third party sellers and roughly the same on eBay, so I'd say probably around $25 (if not less) but that's just an educated guess.
