Visa & Mastercard Online Security System Change?

I'm in a quite difficult situation and I feel someone might experience the same problems as I'm experiencing now so decided to post about it, if anyone else having the same issues please share your thoughts or maybe even ideas how to solve it.



On Tuesday 27th of December 2011 I wanted to help my friend who doesn't have a Paypal account and he needed to do a payment for something.

My Paypal is linked with Visa credit card which is linked to my bank account. So I went and put some money to my account so I can make the Paypal payment.

The Paypal payment failed with note 'your card issuer denied this payment'.

I thought it was just a small issue but when started contacting both my bank and Paypal too I only found out that its a quite big issue and might affect other collectors as well.

After about 8 long phone calls with my bank and even more emails with Paypal I've found out this.

Visa and Mastercard companies are suggesting/requesting change in online payments and in usage of the CVV security numbers (3 digit number on back of credit cards).

Both Paypal and my bank confirmed that these changes are happening in Europe at the moment. Not sure about rest of the world.



After so many phone calls and emails my bank finally confirmed this information for me today:

When doing online payments CVV number will be requested with every transaction.

If the number will not be included in the transaction bank will deny the payment.

Paypal is not including this security number with their transfers and also emailed me that they won't be including it as it was already security checked when registering credit card.



So basically my bank will deny payments without the CVV number and Paypal is refusing to include this number with their transfers.

If this is supposed to be for all online payments then other issues in other countries might rise too.

These informations are all based from conversations with my bank and paypal, haven't spoke to any other banks yet.



This was written by Paypal in one of the emails they've send me:

I apologise for any inconvenience this might have caused. I understand that you would like to verify your account.
At the moment banks in Europe are upgrading their systems for online payments,
making it more secure, due to this we are experiencing some technical
issues in our communication with the banks. We are at the moment working hard to resolve this issue.
If you would like to know an estimated timeframe of when it will be resolved, I'd encourage
you to contact your credit card issuer and speak to someone who deals with online transactions
to find out why this payment was denied.





Is there anyone who have or is experiencing the same issues? Sorry for the long message but tried to explain it the best way I could.

Interesting...The only issue I have had recently is with my PayPal prepaid card (linked with my PP account) where it gets declined with some online retailers even with the CVV provided.
 
Paypal just replied to me again saying 'we are not sending the CVV with any transaction please use a different card'

My only luck was this didn't happen before Christmas when I had to use paypal quite often.

I give up. My bank just replied saying these are decisions of Visa and Master Card and there is nothing they can do and unless Paypal will start sending the CVV number with their transactions they will always deny any payments made that way :tear:
 
Thanks for the info Collector-hopefully as more and more people complain, there will be a way around this for both companies via some kind of cooperation. But if not, I guess the only option is to make payments from cash balance, or bank account? I hope this is resolved for everyone affected.

If I can't make payment via paypal using my credit card I will just stop using paypal. I don't trust paypal to do anything for me if a seller hangs me out to dry. Having dealt with two claims a long time ago with paypal I realized they don't care if you have lost your money in a transaction and just want to close the case. Its my credit card that fights for me if I get screwed. They have taken care of on both claims btw when Paypal essentially in the end was going to screw to me along with seller.

I would rather just pay directly with my credit card in that case but that only avcourse works with vendors that accept visa/mastercard. Purchases from people to people to then are out the window I suppose... to be honest I still quite don't understand what the issue is even after reading the thread twice.

I have some good news on my case. My bank finally realized that they made a mistake when blocked all payments which didn't have the CVV number. Master Card asked them to take more security measures during holidays and my bank just blocked all the payments without CVV numbers.

Yesterday I gave up but I think all those phone calls and emails to different operatives and departments paid off.

Just got two emails from my bank apologizing for their mistake so hopefully I will be able to use Paypal again.



To anyone experiencing the same problem I suggest to keep emailing and calling your bank, its their fault and it has nothing to do with Paypal. Good luck!
