Nope, you don't need an account as they get your address from PayPal.

My steps are:
- Add to cart (This will bring the cart page up)
- Hit the checkout button
- Next page will ask if you want to log on or just pay by PayPal. Click PayPal button
- You are redirected to paypal page where you can log into paypal account
- confirm info and hit submit
- You will be redirected to Plain where you select shipping method and submit.

... done

Edit: This is only good as long as you have a PayPal account set up with all your payment/address information already set as default.

So I have to decide if I go with the the Quadruple Pack or Triple Pack all from one debit card

Or if I decide to split orders between Debit Card/Credit Card

Are you able to cancel a PA Preorder once it's placed? I know most places let you, but couldnt find anything on PA.

Yes you can but as payment is taken straight away you would then have to cancel and wait for a refund
