It means that the images are just stickers placed onto a blank steelbook.

It depends on the sticker....i have the Res Evil: Ret stickerbook, and it's actually very nice looking in person. The sticker is translucent in spots, so parts of the images look metallic like the steel.
It looks like the title of this is translucent, so it will appear metallic.

It's still a cheap damn sticker. They could just as easily leave that area unpainted and let the metal show through. Like what was done on the This Is Spinal Tap steelbook.

They've made some decent stickerbooks, Valkyrie (Walkyrie) and the Final Fantasy steels come to mind.
