If you think about game.fr, then sadly they don't ship outside France.
If you think about the pre-order Steelbook, then when you preorder the game you'll receive the Steelbook case separately for free when you get the game.

Does the Game.fr website not allow pre-orders? It shows stock status as 'not available' Does it have to be pre-order in a store to get the steelbook?
