Go for $19.98, which will keep you comfortably under the £15 customs limit. Go for merchandise as well, don't bother with the gift option, they won't fall for that one. Very important to make sure both the invoice and CN22 quote $19.98 though, in case they open the package.

It's fine to order to the UK. Only problem is customs can charge so there's an option to set price on outer packing, get it marked as gift for about $20-25.
Also I would set up your account now to save time later.
