Is the variant really a different color on the steelbook?
Or did they print the variant on the slip?
Or did they only add a frame on the slip and the steelbook is really different?

Nope, this way the minimum print run can be met for the steelbook, and it's just the slip that has to change.

With most copies going outside of China, they can't afford to do a huge print run as they don't sell as many domestically.
