Are Console Map Editors basically gone?

Far Cry 2 had a map editor which come to think of it ... was its best aspect of the game.

With the growing demand for map packs and the cash cows that they have become is it safe to say that map editors will probably rarely see the light of day on consoles again?

id say no. LBP did a great job of merging the two together. as long as the quality of any map pack a dev charges for is high, the people will buy it. and you could see it in LBP. most of the user made content were short, simple levels designed around one concept. the campaign levels and all developers levels were much better than 99.9% of the user made levels. i only played one or two that were comparable.

I doubt you will see it much on shooters though, keep in mind that by releasing DLC they make money. I guess time will tell.

No, UTIII didn't have a map editor. The PS3 version however, could support mod's that were cooked for it. Same goes for the character models.
