So who has decided or declared what the "small in amount of number" is for steelbooks?

Who has decided what the limited time frame is for a steelbook release?

I don't believe either of these things are written in stone anywhere from any studio or SteelBook (the maker of SteelBooks) or steelbook retailers.

We all know what the producers of this were selling us; a limited run. Nobody ever invited us round to their house to look at their rare but not rare collection of anything that will be back on sale again soon. I really likes these at first but they’ve done their best to destroy their own brand.
 
It was available earlier but it appears to have already sold out again at Zavvi.

Got an email from zavvi at 9:02 about Ambulance and this. I shared it on my Instagram but didn't actually order one cos I got the restock of the polish version a while back. Then checked cex for resale value and I can get £32 for it. Assuming it doesn't devalue before I get the replacement I call that a win.

The market: the people who sell (retailers) and the people who buy (collectors and other buyers).
Resellers or scalpers are taking advance of it, and they are "trying" to add value to any edition which has been just sold out not long ago:
only increasing the price (and taking out or buying all the available stock for the rest).

They are written in dictionaries, as a description for what it is. Not for what we think about.
"Limited".

It was mostly likely a limited amount of stock of made available to UK retailers (Zavvi and HMV) from the new print run that is getting a release in other countries.

All that is required is UK distributor add UK jcard and discs and then shrink wrap and ship to retailer

When Scanavo ship steelbooks to distributors they don't include discs and are also not shrink wrapped

This has happened before with Warner and Universal steelbook releaaes when a steelbook got a release in other countries a few months or few years later
A small amount of stock was made available sometimes to UK from that print run.
That is how you often seen a steelbook be back in stock with a UK retailer but is a very limited amount a few months or years after previous release
 
Just so people are aware, this reprint likely has a different colour scheme to the original. The background pattern on the steelbook is much more pronounced and is brighter overall.

It's a brighter, paler grey rather than a much darker, almost black grey of the original print. For reference I had the first UK release and I now have an Italian copy of the reprinted release.
