They have to keep delaying while they await for metal that doesnt meet quality standards for other steels to pile up before they can make their run.

The answer I got from the mod is that,
<10月底之前，铁定出货。> "Steelbook will be out by end OCT 2012"

I know for sure that FMC and LTBF had booklet editions. Will Rio have a first 500 w/ booklet like FMC?

I know Real Steel was a VMB and I do not think it had a booklet edition, maybe they only do it on steelbooks?

And it will be sealed with slip cover and each has a numbered certificate inside the box.
